On Friday, May 31st, the US Department of Justice (USDOJ) released a report stating that a Pennsylvania State prison in Cambria County violated the civil rights of inmates with serious mental illness and/or intellectual disabilities by keeping them in solitary confinement for 22-23 hours a day for an indeterminate period of time. The USDOJ conducted an extensive investigation into the policies and disciplinary procedures used at the State Correctional Institution (SCI) at Cresson and found that using solitary confinement as a form of punishment violates the inmates civil rights through the Eighth Amendment to the United States Constitution which prohibits the government from requiring excessive bail, imposing excessive bail or from…
